A MAN has been ordered to pay fines and court costs of nearly £2,000 for failing to clear up after his dog in a popular woodland.The man was prosecuted after he was spotted by a dog welfare officer from Cornwall Council during a walk in Penrose Woods near Helston.Martin McPhilbin of Lower Silver Hill, Helston, appeared before Truro Magistrates on Wednesday where he denied the offence.The court heard the council officer challenged McPhilbin but he did not return to the fouled area to remove...
